If you opened a personal Google Play developer account after 13 November 2023, publishing your first app takes two steps. First, a closed test with at least 12 testers who stay opted in for 14 days in a row. Second, an application for production access, where Google asks you about that test.
Most guides stop at step one. This one is about step two.
Where to find the application
When the testing requirement is met, go to the Dashboard in Play Console and choose Apply for production. The form has three parts. Google says review usually takes 7 days or less, though it can occasionally take longer.
Part 1: About your closed test
Google asks:
- how easy it was to recruit testers,
- whether testers used all of your app's features,
- how their usage compared with what you expect once the app is live,
- a summary of the feedback you received, and how you collected it.
What helps: specifics. "Testers found that the signup form rejected phone numbers with spaces on Samsung keyboards, and we fixed it in build 1.0.3" says far more than "testers liked the app".
If your testers only installed the app and never opened it, this section is hard to answer honestly. That is the main reason to give testers a short brief: which features to try, and what to report.
Part 2: About your app
Google asks who the app is for, what it offers them, and how many installs you expect in the first year. Google states that these answers are not shown publicly and don't affect your visibility or eligibility for developer programs, so a realistic estimate is fine.
Part 3: About your production readiness
Google asks what you changed because of the closed test, and how you decided the app was ready.
What helps: a short list of fixes tied to tester findings, plus how you checked them. If you kept a bug list during the test, this section almost writes itself.
If Google asks for more testing
Google may ask you to keep running the closed test, for example if fewer than 12 testers were opted in or testers didn't engage with the app enough. Keep the test running, collect more feedback, and apply again.
A checklist before you press Apply
- At least 12 testers are opted in right now, and have been for the last 14 days without a break.
- You can name at least three concrete things testers reported.
- You can name what you changed because of them.
- If your app needs a login, working test credentials are in Play Console.
